Why it is removable
The sections lift out of sleeves in the deck, so the fence is there while the children are small and gone when they are not, without leaving a permanent structure around the pool.
To code means something specific
Height, gaps, gate latch height and self-closing hinges are all written down in the residential pool barrier code, and an inspector checks each one.
